Phase 1 - Have your say on the trial and filters (Updated December 2020)

We have now had chance to analyse more than 3,500 responses which came in as part of the latest phase of this consultation, gathered across web, email and face to face online events. We would like to thank everyone who took the time to give us their views.

Information gathered in the original consultation led to 25 possible filter locations being suggested as part of Phase 1. The second has allowed people to comment in detail on these, and the impact which they felt they would have.

Feedback was overwhelmingly positive overall, with roughly two-thirds of all comments being positive. Fourteen of the proposed filters received predominantly positive feedback, and very little negative reaction, and we are planning to progress these at the start of the trial in January.

A further five filters in and around the Broom Lane/Cromwell Grove/Matthews Lane area also received positive feedback, but required alterations to other roads, for example changes to the Stockport Road / Broom Lane signalised junction and making a section of Chapel Street two-way from the existing one-way road. Concerns about the impact of these changes on surrounding roads were raised by residents, and as a result we feel that we should not go ahead with these filters without additional measures being put in place to balance the impact of these changes, and address the concerns which people expressed. Therefore, it is recommended that these are not included in the first set of locations for the trial road closures until we can properly assess what the impact would be and agree any mitigation measures which would be needed. Another filter which is in Longsight (Armitage Avenue/Bowling Green Lane) is not being progressed at this time.

The trial will allow us to see what impact the first 14 filters are having, and if the feedback from residents and data gathered during the early trial suggests that additional filters are still needed, we will look at what additional measures can be taken to minimise the impact on surrounding roads, and possibly progress these five filters later in the trial.

Finally, there were four possible filter locations which received overwhelmingly negative feedback, and we will not be progressing with these at this time. These were at Cardus Street (South), Barlow Road, Chapel Street (West) and Delamere Road (West). The proposal for a filter at Atlas Place received neither positive nor negative feedback, and so will not be progressed at this stage.

The 14 filters which will be installed on a trial basis early in the New Year are at:

    An ongoing review will then take place over the 6 month trial period, responding to both comments from residents and businesses and outputs from the monitoring stations (looking at traffic volumes, speed and air quality), which will help advise if the prohibition of driving orders should be made permanent.

    The importance of measuring the impact of the changes was something which many people raised during the consultation, so channels will be available throughout the six months of the Phase 1 trial for people to continue to feed back to us what impact they are having locally. As well as traffic and air quality data we will also be looking at the impact which the changes are having on parking, deliveries, etc.

    The consultation around Phase 2 of the scheme is continuing until 21 January , and is gathering information on what the issues are and where. This, along with learning from Phase 1, will then be used to design measures for Phase 2, which would be trialled in Spring 2021.
